I cannot create any more accounts. It says I have exceeded my limits |

If you over-allocate resources beyond your allocation when you create new accounts/packages, it will not let you create any more even if those resources have not been used.
Solution:
Create a new package with less resource allocation and upgrade/downgrade the affected accounts to free up space.
